Twelve organizations selected to help municipalities across the country adapt to the impacts of climate change

March 20, 2018 – The Government of Canada and the Federation of Canadian Municipalities (FCM) are proud to announce the not-for-profit organizations chosen to help 72 municipalities across Canada strengthen their resilience to the effects of climate change.

Each of FCM’s climate adaptation partners will provide expertise and guidance to a network of at least five municipalities that face similar geographic or climate conditions. They will design peer learning networks focused on climate change resilience activities and deliver training specific to their participating municipalities.

Municipalities are on the front lines of climate change, making this work critical. With this guidance and support, participating municipalities will work with their peers toward similar goals using innovative approaches and solutions to the challenges they face. They will learn how to integrate climate change adaptation into new or existing plans and systems. The result will be a range of products including climate vulnerability assessments, adaptation plans for coastal communities, risk assessment for energy utilities, and cost-analyses of the benefits of integrating natural asset management.

For example, the Institut national de recherche scientifique (INRS)will work with six communities in the Outaouais region to develop stormwater management and flood intervention plans that respond to both regional and specific municipal concerns. Conservation Corps in Newfoundland and Labrador will work with the Miawpukek First Nation Reserve and five other communities to develop vulnerability assessments and/or response plans, as well as tools and case studies for future sharing.

Funding for these initiatives comes from FCM’s climate adaptation partner grants. These grants are available through the Municipalities for Climate Innovation Program (MCIP) delivered by the Federation of Canadian Municipalities and funded by the Government of Canada. MCIP is a five-year, $75-million program designed to support and encourage Canadian municipalities to reduce greenhouse gas emissions and adapt to climate change.

Carbon Reality Check

The current world energy sources are like this:

Let that sink in.

Now imagine what that means in terms of physical infrastructure and organization of the world economy.

Given this evident reality, any carbon management plan can only be for actual reasons other than halting world development or significantly altering the use of fossil fuels.

Carbon management plans can never stop energy use or significantly divert the economy towards more expensive sources than the ones currently available and into the foreseeable future.

Such plans (the "carbon economy" legal and financial instruments) are advanced and promoted for other reasons, practical reasons, such as:

• altering the competitive landscape of different energy providers, favoring some while disadvantaging others

• geopolitical machinations, such as limiting or taxing the emerging powers, under military threat enforcement eventually

• strengthening the global finance instruments controlled by the US regime (World Bank, International Monetary Fund)

• possibly securing the US dollar as the carbon trading unit, thus artificially maintaining the US regime's currency

• providing governments with a guaranteed tax base tied to the real economy rather than fluctuating markets

• benefiting privileged sectors of the economy, tied to developed countries, such as financial speculation corporations and high technology sectors of energy production, carbon sequestration, resource monitoring, planetary monitoring, and so on

• providing a useful diversion for Western public opinion, and misdirecting middle class civil discontent towards acceptable and usable demands

There you have it. These are possible underlying motives of the global push towards carbon management. The alleged "saving the planet" motive is a delusion that the dominant global oligarchy does not share with gullible propaganda consumers.

The underlying battles are real and are tied to competing corporate, finance, and geopolitical entities.

The shale sector is presently a wild frontier that does not want to be suppressed whereas big oil is happy to be "green".

BRICS is emerging and will surpass the US constellation but not without a vicious fight that already includes carbon management pressures and wars for energy reserves and pipeline routes.

"Climate change" is the perfect pretext that energy reserves should be in the hands of the dominant US energy corporations and their financiers, which allegedly alone have the required technologies of efficiency and the capital leverage to develop alternative technologies...

And so on. That is the game behind the media show that is visible and that is blaring the carbon-induced-human-extinction scenario.

I've been making the obvious point for over ten years [1] that the global corporate-finance web of energy extraction and use will not and cannot be restructured to reduce CO2, never mind the fantasy of affecting global mean surface temperature via CO2 management.  In the latter regard, I have outlined the basic science itself: The physics of the planetary radiation balance [2]. My position on climate change

I have come to conclude that there are geostrategic and global-finance forces that drive the push to implement a global "carbon economy".

Scientists are not the tail that wags the carbon-politics dog. Generally, in addition to direct IPCC machinations, establishment scientists are salaried professionals who are biased in the same way that embedded journalists are biased in war reporting.

I am against global warming alarmism, and against the proposition that climate change is a dominant threat to humanity or to the environment, which I believe is a preposterous proposition. Habitat destruction is caused by habitat destruction. Large-scale human misery is caused directly by human economic and geopolitical violence.

Like all groundless myths that align popular thought for the benefit of an oligarchy, this particular myth should be exposed and denounced.

In this case, exposing the myth is a self-image threat to some, a career threat to others, and a financial or legitimacy threat to certain institutions and corporations: eco-lobbyists, careerist scientists, carbon economy parasites and predators...

I reject the argument that "it is positive to support the proposition of a dominant threat from climate change irrespective of whether it is true or not". Supporting the myth provides a pretext for soft, ineffective, and counter-productive politics of "change", and supports the hegemony that is actively seeking to broaden and enforce a carbon economy that is not and will never be democratically controlled.

The way to fight habitat and ecological destruction is to fight habitat and ecological destruction. The way to fight injustice is to fight injustice. CO2 is not leverage for activists, it is a manipulation.
